Lockdown decisions?

I'm glad Wales have been able to ease the lockdown rules somewhat,
but It's a bit confusing.
Can anyone clarify if I can cross the border and launch my boat?
Seems static campsites are being allowed to open,does that mean the general public will now have unlimited access,and can cross the Border
into Wales?
I suppose the Rhyl harbour may still have some lockdown rules in place,
It would be handy to know what's what?

Yes it is confusing! Things are far from back to normal yet.
I can only suggest you watch the harbour website or call them ( not sure if
The office is manned though)
