We were on Rhyl East prom this evening ( trying to catch up with and photograph what we believe to be a rare white starling, but that is another story)
When I saw this, I know what I'm thinking!

It's been professionally pile driven,so it's doubtful it's temporary. Could be a concrete base for something? With a bit of luck it may be a fishing platform

It's full of sea water, I was hoping it was a new all weather fishing venue!

I've seen bridge bases in rivers that are similar. maybe it's a new McDonalds or Tesco footing. Could it be a new sewage outlet

Not sure we need any more of those - not just there anyway !
There is a sort of precedent a little further East though, search the web for Salem Bungalow Rhyl.

I should imagine that in this day and age the only structures allowed would be council projects. Bit of a coincidence the Guys name was Dickenson,he's our pal with Happy days. The fact that is was washed away put me in mind of Formby beach. All the rubble from the bombed out buidings in Liverpool from ww2 was tipped there. There was also a Cafe',which is now about 200yds out seaward below the shoreline.
