Good to hear from you.

By travelling light, I'm assuming you don't have a beachcaster..........
Rhyl Harbour is a potential spot that doesn't require much of a cast. There may be a chance of a Flounder there, although it may still be a bit early in the year for any great numbers.
All of the shoreline from Pensarn to Prestatyn is fishable on light gear. You would be restricted to fishing close in but there is always a chance of a fish in the inner gullys.

Slightly further afield....
Colwyn Bay promenade offers fairly deep water at your feet if fishing from the promenade railings over high water.
As does Llandudno North Shore, where high water sees you fishing off a fairly steep shingle bank into a good depth of water with a modest cast.
The pier in Llandudno can be fished on a day ticket, (£2.50 I think) available on the day from the Pier Tackle Shop. This is probably the most consistant venue of the lot.

I'm sure others will add to/correct this info.

Welcome Paddy.

As Mike has already suggested, there is a good chance of a Flounder in Rhyl harbour.

You should be able to find somewhere dry to fish at any state of the tide and with the crabs not peeling yet, you will have a good chance if you use worm baits. Maybe try the new quay wall on the Kinmel Bay side over high ( across the Blue bridge, 1st right past the pub and camp entrance, over the speed humps and you come to the wall and parking area ), or move onto Hortons nose ( the sand dunes ) and fish into the pool ive circled over low.

Splash Point is the other option, but from what you are asking for, you would have to fish it at high water, which might interfere with your drinking or hangover. drunken
Theres is the chance of Dabs or even a Codling here, but Whiting have been very thin on the ground all along this coast since Christmas scratch There are plenty of Rockling here to keep you amused. Very Happy
