I have often thought that a single bait(or two) doesn't really have much scent attraction for fish.The sea is a big pond,and waiting for the occasional fish to pass by and spot the bait is a bit hit and miss.
I have just purchased two ball shaped swim feeders (about the size of a tennis ball)You place the 'chum/ground bait'in the ball and the fine mesh lets out a scent trail but not any bait.
They can be attached at the weight or the top of the rig.
It may sound a bit eccentric I know,but it works when freshwater fishing
and fishing from a boat.
The idea is to set up a scent trail that the fish will follow to the baited hooks.
Shore fishing has never been my forte'it's too hit and miss.
Maybe this method will help.
