Head towards the pier on the prom. You will eventually come to a roundabout. Go right, past the pier entrance, all the way up to the toll gate.
Through the toll gate and up the hill.
Just as the road goes round to the left and drops down you'll see a place to park on the left and a break in the wall on the r/h side.

Bit of a steep walk/climb down.
To the right there is a small ledge you'll get less snags here but need to get there early as this seems to be the first place that gets full.

The bells are for the pier mate, as the eyes have gone... Lol
