in short, NO !

you can fish tidal waters without a licence, allthough I think you need a licence for catching salmon and sea trout !

someone will clarify this.

as it says, non-migratory (fresh water) is one license, salmon and sea trout the other. fishing in the sea and river estuaries does not require a license. if you do however manage to to fluke a salmon or sea trout i don't know where you stand, best be on the safe side and throw it back

No license required for Eels, you are just not allowed to retain them.

Ive been on to the enviromental officer at the WFSA and it is ok to retain them for weighing in a match as long as they are kept alive and returned to the sea after weighing.

You can get done if taking Salmon and Sea Trout caught from the sea and this is why they dont count in any matches.
